St Zosima Candles is administered by the Synod of Bishops of the Russian Orthodox Church Abroad. In 1958 it was founded as a fund-raising means with the blessing of His Grace Metropolitan Anastassy so that the Synod of Bishops of the Russian Orthodox Church Abroad would be self-sufficient and would not have to depend on outside, secular, sources for income.

In 1966, with the blessing of Metropolitan Philaret, St. Zosima Candles was decreed to be the sole source for purchasing candles for parishes of the Russian Orthodox Church Abroad. This decision was reinforced by Metropolitan Vitaly in the year 2000.
